According to records from the California Department of Alcoholic Beverage Control, ShootzFam LLC submitted an application on October 27 for a Type 41 beer and wine license under the name Shoots at 914 North Coast Highway 101, Suites E & F, in San Diego's North County city of Encinitas. The license is for an original issuance rather than a transfer, and the filing marks the first public sign of the project. The Shoots team has not yet publicly announced the Encinitas restaurant, and no opening timeline has been set.
The address is a small multi-tenant retail building at the corner of Leucadia Boulevard and the 101, one block from Beacon's Beach, along a stretch of the historic highway that has quietly become one of North County's best food and drink corridors. Neighbors along the strip include Solterra Winery & Kitchen, Nectarine Grove, Duck Foot Brewing's tasting room and Kai Ola Sushi, with the LeucadiART Walk beer garden hosted in the building's lot each summer.
Shoots began in late 2021 as Shootz Fish X Beer - the name a nod to the Hawaiian surfer affirmation "shoots," meaning okay, let's go - operating from a tiny kitchen window inside BottleCraft at Oceanside's Tremont Collective. The venture brought together Wrench & Rodent Seabasstropub founder and chef Davin Waite, builder-designer Chris Slowey of design-build firm CLTVT, professional surfer Cheyne Magnusson and branding pro Mike Weeks. Despite its diminutive footprint, the counter quickly built a devoted following for Waite's sustainable, total-utilization cooking, turning poke bowls, seafood tacos and playful creations like ahi tuna corn dogs into North County staples.
The concept's first full restaurant followed in August 2023, when Shoots opened its flagship at The Cottages on Roosevelt in Carlsbad Village at 2956 Roosevelt Street, pairing the kitchen with a 20-tap bar in a compound shared with Waite's plant-based The Plot, since closed, as well as Stella Jean's Ice Cream and Revolution Roasters. Then, in August 2025, Shoots came full circle, assuming full control of its original Oceanside home at 602 South Tremont Street when BottleCraft vacated the space, converting its test kitchen into a full Shoots location in its own right.
Expect the Encinitas menu to follow the Maui-meets-Baja formula that made the brand, built around line-caught, locally sourced seafood and Waite's commitment to using the whole fish. Signature items include the Cheyne's OG poke with ahi, shoyu, sesame and chili oil, alongside fish wings, bloodline tacos, a tuna smash burger, musubi, fresh oysters and a raw bar, plus daily market specials dubbed Today's Grind.
The beer program is equally distinctive, with house beers developed and contract-brewed with local partners including AleSmith Brewing - which produces Shoots' Japanese lager brewed with rice, pilsner malt and Sorachi Ace hops - and Embolden Beer Co., rounded out by rotating natural wines, hard kombuchas and agave-based drinks. A Type 41 license covers beer and wine sales, consistent with the existing locations.
