San Diego Location Of Black Bear Diner Ordered Closed Following “Major” Vermin Violation And Multiple Health Issues

The sole San Diego County outpost of national comfort food chain Black Bear Diner has been forced to temporarily shut down after health inspectors uncovered a series of violations, including a “major” vermin issue.

According to official inspection records from the County of San Diego Department of Environmental Health and Quality, the closure was triggered by several violations identified during the routine visit, including a major vermin violation and a major violation related to improper holding temperatures. Inspectors also cited the facility for out-of-compliance thawing methods and deficiencies involving floors, walls, and ceilings. Under county health regulations, the presence of vermin at a level deemed to pose a potential health hazard is sufficient to warrant immediate closure until the issue is corrected and verified through reinspection.

The El Cajon location has faced similar issues in the past. Records indicate the restaurant was also ordered closed in November 2024 following a major sewage disposal violation. Earlier inspections have flagged recurring concerns, including improper holding temperatures and minor vermin-related issues, as well as structural and maintenance deficiencies that can contribute to ongoing sanitation challenges.

Black Bear Diner, founded in 1995 in Northern California, operates more than 150 locations across the United States. The El Cajon restaurant opened in 2019 in a former Coco’s Bakery space and is operated by franchise partners under a multi-unit development agreement that includes planned expansion throughout San Diego County. A second location in Vista has been in development, with prior projections targeting a delayed opening timeline following construction and permitting setbacks.

Temporary restaurant closures tied to vermin violations have become increasingly common across San Diego County, with health officials continuing to enforce strict standards when conditions present potential risks to public health. Establishments are permitted to reopen once all major violations have been corrected and inspectors confirm the facility is in full compliance. As of publication, it is unclear when the El Cajon location will be cleared to resume operations.
